The two HR tracks and their salary levels

Unlike other functions, HR is not a single ladder but two distinct tracks, each with its own pay logic, which only converge at leadership level. This is the key to reading this entire article. The chart below places the two career paths on the same scale, from first job to senior level.

From first job to HR leadership
Gross annual base, Paris

Base salary range from first job to senior level, excluding variable pay. The recruitment track starts lower but closes part of the gap through variable pay. Both tracks lead to HR leadership, where the job title depends mainly on the type of company.

Summary of HR salaries in France

Role Junior Mid-level Senior
Recruiter €28k-38k €35k-45k €42k-52k
Talent Acquisition Manager €30k-40k €40k-55k €55k-70k
HRBP €40k-50k €50k-65k €65k-80k
HR Manager €40k-50k €50k-65k €65k-80k
Recruitment Manager €45k-55k €55k-70k €70k-85k
Head of People €55k-75k €85k-120k* €130k-200k*
HR Director €55k-75k €75k-100k €100k-140k*

These figures are gross annual base salaries, based on Paris pay scales. Ranges followed by an asterisk (*) are leadership roles, where the package is usually topped up with variable pay and equity (BSPCE, French startup stock warrants). For recruitment roles, variable pay tied to completed hires is almost always added to the base salary.

Recruitment track: from sourcing to Head of Recruitment

This is the most common entry route into HR, and the only one where variable pay really matters. Base salaries start lower than on the generalist track, but the total package catches up through variable pay, especially at a recruitment agency.

What is the salary of a Recruiter in France?

The Recruiter (Chargé de recrutement) handles sourcing, candidate screening and interviews. It is the entry-level role of the track, often accessible straight out of university or after a work-study programme.

Experience level Paris (€) Regions (estimated)
Entry level (0 to 2 years) €28,000-38,000 €25,000-33,000
Mid-level (2 to 5 years) €35,000-45,000 €31,000-40,000
Senior €42,000-52,000 €37,000-46,000

This base salary is almost always topped up with variable pay tied to the number of hires made, around €3k-5k in-house, and considerably more at an agency, where it is often uncapped.

What is the salary of a Talent Acquisition Manager in France?

The Talent Acquisition Manager owns the talent attraction strategy: building the talent pool, direct sourcing, employer branding and candidate experience. The role is very common at startups and scale-ups, where hiring is a direct growth lever.

Experience level Base, Paris (€) Annual variable (€)
Junior / TA Specialist (0 to 2 years) €30,000-40,000 ≈ €5,000
Mid-level (2 to 5 years) €40,000-55,000 €5,000-15,000
Senior / Lead TA (5 to 8 years) €55,000-70,000 €10,000-15,000

The senior level deserves a closer look, as it is the least documented stage of the track. After 5 years of experience, a Talent Acquisition Manager reaches around €55,000 in base salary in Paris. Beyond that, two paths open up: remaining an individual contributor on complex hires, as a Senior or Lead Talent Acquisition, with a base salary rising to around €70,000, or moving into a management role such as Head of Talent Acquisition, where ranges start between €70,000 and €80,000 and can reach €100,000 at a company with several hundred employees.

At a recruitment agency, the starting base salary is comparable, between €30,000 and €40,000, but variable pay can reach €10,000 to €20,000 a year from the very first years, and it is generally uncapped.

What is the salary of a Recruitment Manager in France?

The Recruitment Manager (Responsable Recrutement) leads the company’s recruitment strategy and processes, manages a team and tracks recruitment performance indicators. The role is usually reached after several years in hands-on recruitment.

Experience level Paris (€) Regions (estimated)
Newly appointed €45,000-55,000 €40,000-48,000
Mid-level (with a team) €55,000-70,000 €48,000-61,000
Senior €70,000-85,000 €61,000-74,000

Variable pay, often tied to the volume and quality of hires, generally complements this base salary, around €5k-15k depending on the company’s maturity.

Base salary or total package: what variable pay changes

Comparing base salaries alone distorts the picture for this track. Here are typical total packages for mid-level roles:

Role Base (€) Variable (€) Total package (€)
Mid-level Recruiter 35k-45k 3k-5k 38k-50k
Agency consultant (early career) 30k-40k 10k-20k 40k-60k
Mid-level Talent Acquisition Manager 40k-55k 5k-15k 45k-70k
Mid-level Recruitment Manager 55k-70k 5k-15k 60k-85k

The agency case is the most striking: with a base salary equal to or even lower than that of an in-house recruiter, the total package can be 30 to 40% higher, at the cost of pay that depends much more on results.

Generalist HR track: from HRBP to HR leadership

This track starts higher than recruitment, at around €40,000, but pay is almost entirely fixed. Progression depends less on individual performance than on how far your scope widens.

What is the salary of an HRBP in France?

The HRBP, or Human Resources Business Partner, is the HR point of contact for a given operational scope. They support managers on team development, performance, internal mobility and sensitive issues. It is a hands-on role with a strong relational dimension.

Experience level Paris (€) Regions (estimated)
Entry level (0 to 2 years) €40,000-50,000 €35,000-44,000
Mid-level (2 to 5 years) €50,000-65,000 €44,000-57,000
Senior €65,000-80,000 €57,000-70,000

What is the salary of an HR Manager in France?

The HR Manager (Responsable RH) covers all HR matters for a company or site: personnel administration, payroll, employee relations, training and skills development. Their pay depends directly on the breadth of that scope.

Seniority Paris (€) Regions (estimated)
Junior HR Manager €40,000-50,000 €35,000-44,000
Mid-level HR Manager €50,000-65,000 €44,000-57,000
Senior HR Manager / broad scope €65,000-80,000 €57,000-70,000

HRBP or HR Manager: what is the salary difference?

The pay scales are almost identical, between €40,000 and €80,000 depending on seniority, but the two roles do not overlap. The HRBP is attached to an operational scope and works closely with managers, without necessarily handling payroll or employee relations. The HR Manager covers all HR matters for an entity, including personnel administration.

At comparable seniority, the pay gap therefore depends less on the job title than on the size of the scope and on whether it involves sensitive issues, such as employee relations or a reorganisation.

HR leadership: where the two tracks meet

An experienced Recruitment Manager and a senior HR Manager can both move into leading the function. The title they hold then depends more on the type of company than on their original career path.

What is the salary of a Head of People in France?

The Head of People leads the HR function at a startup or scale-up. Their scope covers recruitment, culture, employee development and HR administration. Advertised salaries most often sit between €70,000 and €90,000 gross a year.

Level and company type Gross annual salary
Head of People, startup (solo HR or small team) €55,000-75,000
VP People, scale-up (recruitment, culture, admin) €85,000-120,000
CHRO / group HR Director (global strategy) €130,000-200,000+

For a junior Head of People, with 5 to 8 years of experience, the starting salary offered is around €60,000 to €70,000. A VP People or HR Director earns more than €100,000 at a scale-up with several hundred employees, for candidates with at least 10 years of experience.

What is the salary of an HR Director in France?

The HR Director (DRH, Directeur des Ressources Humaines) leads the entire HR policy and sits on the executive committee. They own the people strategy, the payroll budget, relations with employee representative bodies and the management of organisational change. Their pay depends above all on the size of the company.

Context Paris (€) Regions (estimated)
SME / first HR Director role €55,000-75,000 €48,000-65,000
Experienced HR Director €75,000-100,000 €65,000-88,000
Mid-sized company (ETI) / large group €100,000-140,000 €88,000-120,000

Head of People or HR Director: what is the salary difference?

The pay scales overlap widely at the first levels, between €55,000 and €75,000 for a first appointment. They then diverge: the scale-up path leads to VP People and then CHRO roles, where packages exceed €130,000, while the mid-sized company and large group path sits more between €100,000 and €140,000 in Paris.

The difference lies in vocabulary and in the content of the role. Head of People is the title used by startups and scale-ups, with a strong focus on recruitment, culture and employee experience. HR Director is the traditional title at SMEs, mid-sized companies and large groups, with a heavier emphasis on employee relations, payroll and compliance. In both cases, the headcount managed remains the best indicator of pay level.

What drives HR salaries in France

Company size and maturity

The same job title does not cover the same reality from one organisation to another. A solo Head of People at a 40-person startup and an HR Director at a mid-sized company with 800 employees are more than €60k apart. This is especially true for HR leadership roles, where the headcount managed is the best predictor of pay.

Location

Paris and the wider Île-de-France region remain the market benchmark. Elsewhere in France, salaries are frequently 10 to 15% lower at equivalent seniority. The gap narrows for junior roles, where pay scales are tighter, and widens for leadership roles.

In-house or recruitment agency

For recruitment roles, the choice between an in-house role and an agency role completely changes the structure of the package. In-house, the base salary dominates and variable pay remains moderate. At an agency, the starting base salary is comparable but variable pay is much higher and often uncapped.

Specialisation

Recruiters able to fill roles where talent is scarce, particularly in tech and data, command higher pay than generalists. On the generalist HR side, expertise in payroll, employment law and compliance, as well as experience in a high-growth environment, also push pay upwards.

Package structure: base, variable and BSPCE

For recruitment roles, variable pay represents €3k-5k in-house and up to €20k at an agency. For generalist HR roles, pay is overwhelmingly fixed, with a moderate bonus linked to company results. For HR leadership roles, variable pay rises to 10 to 20% of base salary, and BSPCE become a central part of the package at startups and scale-ups.

Sectors and companies hiring in HR

  • Fast-growing startups and scale-ups: these are the most active employers for Talent Acquisition and first Head of People roles. The base salary is sometimes more moderate, but the scope is broad and BSPCE are part of the package.
  • Recruitment agencies and IT services companies (ESNs): they hire continuously for recruitment roles, with packages where variable pay weighs heavily and where progression can be fast.
  • Mid-sized companies and large groups: demand focuses more on HRBPs and HR leadership, with challenges around employee relations, payroll and transformation. Pay scales are more rigid, but the overall package includes profit-sharing and benefits.

How to hire HR professionals

Hiring in HR comes with several challenges:

  • Job titles cover very different realities depending on company size, which makes scoping the need critical before the search even begins.
  • For recruitment roles, the best candidates are themselves direct-sourcing experts and know exactly how to judge an employer’s pitch.
  • For HR leadership roles, the talent pool is small and success depends as much on cultural fit as on career background.

For junior hires, work-study programmes and specialised schools are an effective talent pool. For mid-level or leadership roles, direct search (headhunting) becomes essential. It can then make sense to work with an HR recruitment agency like Licorne Society, which helps you identify and attract the best talent in the field.

Frequently asked questions

Which HR role pays the most?

Leadership roles, without question. A CHRO or a VP People at a scale-up earns more than €130,000 gross a year, while an HR Director (DRH) at a mid-sized company earns between €100,000 and €140,000 in Paris. Among non-leadership roles, the senior Recruitment Manager comes out on top, at between €70,000 and €85,000.

How much does an entry-level HR professional earn?

It depends on the track. An entry-level Recruiter starts at between €28,000 and €38,000 in Paris, a junior Talent Acquisition specialist at between €30,000 and €40,000, whereas a junior HRBP or HR Manager typically starts at between €40,000 and €50,000.

Does recruitment pay better than generalist HR?

Not on base salary, where the generalist track starts around €10,000 higher. However, variable pay in recruitment evens out the package, especially at a recruitment agency, where an early-career consultant can reach €40,000 to €60,000 all in.

Is it better to start at an agency or in-house?

An agency offers a higher total package earlier and an intense learning curve, at the cost of pay that depends heavily on results. An in-house role offers a more predictable base salary and broader exposure to HR topics, which makes it easier to move later into a generalist role or an HR leadership position.

What salary progression can you expect in HR?

Over the first ten years, pay generally doubles on both tracks: from around €30,000 to €60,000 on the recruitment side, and from €40,000 to €80,000 on the generalist side. The next step, into HR leadership, depends mainly on the size of the company you join.
